Forecasts should separate recognised and unresolved points
A useful forecast does not simply list target points. It distinguishes points already supported by evidence from points still dependent on actions that have not happened or documents that have not been verified.

The B-BBEE Commission's sample shows movement in status-level distribution over time. It does not identify the average difference between a company's internal forecast and its verified result.

For each element, ask whether the claimed points would survive if verification started today. If not, the forecast should show the dependency and the responsible owner.
