Context, not causation

Spend should be tied to eligible people

Training spend should be linked to participant eligibility, programme type, attendance, completion status and the measurement period. Spend without participant evidence is a weak claim.

Progress indicators improve management action

Track learner status, attendance, assessment, completion and evidence completeness. This helps management act before the claim becomes a year-end problem.

Use labour-market data carefully

General employment or education statistics may explain the broader skills context, but they do not prove that a B-BBEE Skills Development claim is recognisable.
